Police received a call on Monday afternoon about, well, a guy standing by the road with his pants down and his junk hanging out.
When they got there, they found 23-year-old Riley Cushman bottomless and flashing the traffic . . . although he tried to pull his pants up when he saw the cops coming.
They stopped him, and according to the police report, he said he was, quote, "protesting for civil rights by showing his penis to traffic, but was now finished and wanted to go home."
Riley was arrested for exposure of sexual organs.
So tell us, was this Florida or Not Florida???
