Meet 29 Year-Old Jorge A. Ibarra. He was arrested this past week for invasion of privacy after he was tackled by a dad who saw him taking an upskirt photo of his daughter and another woman at Target.
Surveillance footage at the store also caught him taking an upskirt photo of another woman as well. Police said Ibarra was at another Target earlier in the day, where he committed the same crime.
